On July 15, the WINFLY team participated in the panel discussion “Drone Deal: Everything You Need to Know About Product Export,” an event hosted as part of the SFA activities. The discussion focused on new export regulations, state control, common barriers, and requirements for manufacturers across legal, production, financial, and reputational domains.
The introduction of the Drone Deal mechanism and the rollout of new regulations have raised numerous practical questions for Ukrainian manufacturers: Who will be eligible to export? What readiness criteria will the state apply? What documentation needs to be prepared, and what does the permitting process look like? Furthermore, where should companies look for partners and customers abroad?
The discussion on July 15 was dedicated specifically to addressing these challenges. Participants explored new opportunities for exporting military and dual-use goods, outlining what steps manufacturers must take to leverage them. Answers were sought in direct dialogue with representatives of the institutions shaping and implementing Ukraine’s export policy.

Hanna Hvozdiar, Advisor to the Minister of Defence of Ukraine — who spoke on the underlying logic of opening exports, state objectives, and readiness criteria for manufacturers;

Oleh Tsilvik, Acting Head of the State Service for Export Control of Ukraine — who outlined permitting procedures, documentation requirements, timelines, and potential grounds for refusal;

Oleksandr Fedoryshyn, Acting Director of SFTE “Spetstechnoexport” — who focused on entering international markets and state-backed export support.
For WINFLY, participating in this event provided a clear understanding of the Drone Deal framework and the new export rules. It allowed our team to map out a practical view of the permitting process and evaluate the company’s legal, production, financial, and reputational readiness. Additionally, it offered an invaluable opportunity to pose questions directly to state officials and discuss shared challenges with fellow founders, executives, and defense tech manufacturers.
